Locations
The News of the World reported that two specials will be filmed in America, supposedly to raise DW's profile stateside. The specials will apparently also feature a "big-name" American female assistant.

Someone located in America mentioned that scouting has been done for locations for Harry Potter and other British production crews. But Syfy Portal suggest the main motivator is financial (the exchange rate is making filming cheaper in the US)

The latest word is that shooting is indeed happening, and it will be in Tunisia. This location is standing in for an alien planet... and apparently that planet is Gallifrey

As well as this, theres a report that the console room of the TARDIS is getting a bit of a makeover. Nothing changed but theres the possibility of a green screen section in order to give the illusion of extra rooms and doors etc

* Jennifer Saunders is reported to be cast in a special, playing the Tenth Doctor after a body-swap
* Albert Finney is reported on being one of the big names appearing in

The Master
Rumors have gone on for a while that the Master is going to return. Apparently this was supposed to happen in Journey's End as a short cameo, but then plans were changed to bring him back later, in a much bigger way.

When he does return, its apparently with an unexpected ally: Harriet Jones. Who isn't dead, who's been in league with the Master since The Stolen Earth, who may have even been the one who picked up his ring.

These facts play into the specials along with the Osterhagen Key, and something in the specials fulfills what the 9th Doctor said about Harriet Jones' "Golden Age"

In the new commentaries for the series 4 boxset, RTD talks about how Harriet Jones did infact die, but Phil Collins is adamant that she didn't

Other rumors say that the Master does indeed return, and he is trying to be the saviour of the Time Lords. Or that he'll be in the Christmas 09 special. Or that he'll be returning with the Monk (another Time Lord) in the last special

Or that he appears, created a new world and shows it to the Doctor, who responds in horror "but what about all the people!?"

The Daily Star reported that the Master returns in the last 2009 special and battles the Doctor until one dies, resulting in a new Doctor
