Firstly, they need confirmation that the character is under aged.

The only way to do this is to provide a link to some sort of reliable character database (such as an official site or wiki) that actually contains the character's age.

I guess even they realize that a character that looks under aged isn't enough, since even in real life, not every 18 year old woman looks like what an 18 year old should.

The problem with combating this practice is that it just takes too much of one's free time to put effort into "cleaning" up deviantART to be free from plagiarists.
A large number of people signing up here still believes in the idea that giving credit to an owner behind their backs allows one to get away with misusing their art.

It's just that I am having problems with my computer (typing this from my mom's Mac) where my Hard Disks are corrupted and inaccessible.

Some are purely pet peeves while some are justified to be listed.

1. No Gag = Not D.I.D.
I'm never gonna rely on gag snobs to look for DID scenes from a TV series anymore.
Why? It's because they only look for scenes that contains gags.
They act like their 'DID Database' is the best thing ever but they keep overlooking really good scenes just because the distressed damsel featured in the show isn't gagged.
For example, the 9th episode of Magikano, where there are two DID scenes.

You can't report deviations traced from screenshots or official artwork anymore because of a new rule where your reports (and evidence) are irrelevant if you are merely an "interested third party" and not actually among the original owner of the works that are traced from.

The new rule requires you to "get a feedback from the original owners to see what they think", which is absolutely ridiculous and very loophole-like, allowing the tracers to have their "art" remain in their gallery while we go on a wild goose chase to ask some busy executives who will never reply.

It's due to one commissioner always bugging me about extremely high heels and suggests it whenever he has the opportunity.
He also keeps suggesting them on characters that aren't really suited for high heels (elementary school aged characters like Nanoha Takamachi)...

Way back in February, dA admin :devchix0r: told Vampirella87 personally that tracing from existing artworks with minor changes (background, colors, etc.) isn't allowed in dA.

Vampy, who always plays it safe by staying within gray areas and tries not to get into trouble with mods and admins decides to step down and take her plagiarisms elsewhere.

Not happy with the poor attention she's getting in Minitokyo, she decides to come back to dA and start over.

For the record, I'm 50-50 on gags.
