This "State of the Union" will act as a massive mission, everyone will be a part of this. You are allowed to opt out, but sadly you'll be missing such an exciting mission. For those who do not read the Allegaince's updates I'll just simply restate it-

"This meeting will be between Allegiance and the rebel forces, it will be peaceful and civilized despite the current news. Representatives/leaders of these organizations will be escorted by their chosen guards to meet in a neutral zone outside of Manda. For the sake of the people of Manda, peace will at least be a hope that would never disappear."

How it's Done:
This mission would go in order, it can be changed if asked to be. The mission requirements are not strict; you can simply give your opinion on something, draw the scene, or start a fight. All rules of the Phantom Club still amply so don't get too out of hand. If you are confused, just wait for the first mission to be submitted.

PHANTOM:
Group Leader: None
PHANTOM is the group of rebels who are going against the Allegiance in order to bring Manda under different rule. A governmental style like their previous one where it was a democracy. The original members were all young teenagers until they split apart. One of the original members stayed. Almost every single member of PHANTOM has some sort of superpower. Only the civilians who choose to help on their own free will do not. The group of rebels usually deal with their daily lives as well as the tasks assigned to time, from breaking into a top secret science facility, to going out and spying on an Allegiance member who wanted to go clubbing.

Allegiance:
Group Leader: Seth
The Allegiance is the government group that rules Manda. The original leader who turned Manda into a tyranny passed on, but the other members of the Allegiance still rule over. They have almost all the authority, and they have harsh rules when it comes to the law. The Allegiance rulers have superpowers. The soldiers and lesser branches of the Allegiance don't often have superpowers, but they can. Usually the main rulers have powers. In the Allegiance, they have their own set of tasks involving, well, ruling. Their missions can be ranged from hosting a government ball, or planning a mass genocide of mutants. Their call really.

The Manda Organization of Discipline:
Group Leader: Unknown
The MOD is one of the more ruthless groups in Manda. They are probably one of the more top secret groups. The Allegiance has been trying to find out where their base is for years now, but they haven't been able to track the location, let alone their activity. The MOD is an anti-mutant group. They despise the fact that there are mutants running the country, not to mention the fact that mutants even exist. None of the members of the MOD have superpowers for obvious reasons, but what they do have is weapons and enhanced abilities like strength, senses, and aerial timing. They missions usually consist of mutant extermination plans as well as undercover missions to destroy Allegiance labs.

Replay's Circus:
Group Leader: Madam Replay
Replay's Circus is, well, a circus. The motto the ringmaster, Replay, says is 'We grant your most desired wish.' But in reality, they ask for payment in return. Most of the circus members who joined had to give up something in return to Madam Replay. One may ask for a wish, but Replay, however, will ask for something of equal value. Example would be if a person asked her to cure their blindness. In exchange, she takes the sight of a person close to the wisher. Simple, right? In Replay's Circus, the performers and crew don't have powers, but something uniquely odd about them. Replay doesn't allow super powered people to join her circus. This group gathers information and has their own unique task compared to PHANTOM and the Allegiance. They can assist PHANTOM and tell them the Allegiance's dark secrets while she's also telling the Allegiance PHANTOM's secrets. It's a mystery of what her true goal is.

The League of Shadows:
Group Leader: Leon Blitz
The League of Shadows is a very underground ground if you will. They are very similar to Team PHANTOM in several different ways. However, unlike how PHANTOM is a rebellion who uses somewhat peaceful actions, the League of Shadows is more of an extremist group who often use fear to get their point across. The members of the League of Shadows are mixed between your average human and your mutant kinds, so there is bound to be internal confusion in this group. However, they seem to get along well enough to complete their missions. Their missions are more of ones that challenge a person to the highest extremes of morality and strength. Whether it'd be a bombing mission or an assassination attempt, this group will do whatever it takes to complete their goal.

Creaturas
Group Leader: Vincent Saxton
One of the more recently discovered race of mutants. Creaturas are extremely violent, and have the closest relation to Re'el's lover and PHANTOM team member, Alexander Karson. The creaturas have exceptional abilities, each are unknown since creaturas are extremely unique. The creaturas goal is to blend in mainly. Creaturas on the Run: Lab Experiments Escape for the Allegiance Labs
Latest news from the Allegiance's research labs has leaked out. It appears that several different lab experiments have somehow managed to escape from the Allegiance's research lab. These particular experiments, or Creaturas, are ranked Class-S in the scientists' files and are considered extremely violent. The MCNS hasn't gotten much information about what these Creaturas are capable of doing. However, scientists have given us the latest information and warnings of being protected against these run away experiments.

The Creaturas have an amazing resemblance to humans themselves, thus they are extremely hard to spot in a crowd. However, do not panic. The calmer you remain, the most likely they will not attack if they are in a crowd you're in. Also, the Allegiance has set a 10 PM curfew for those who are still worried about the Creaturas lurking around. It's not required to obey the curfew, but go out at your own risk!

Massacre at Letum Security Prison! All Dead, Few Missing [link]
Late at night, the Letum Prison, one of the highest security prisons next to Ardeth, was actually broken for the first time in history and performed the first prison break in over a century. According to an undercover reporter at the aftermath, we have obtained the latest information about this horrible massacre. It seems that the serial killer, Psycho, was performed one of the most brutal massacres since her first debut at the Josilin Radio Station. Investigators say that the number of deaths reach over 230 deaths of both inmates and guards. Without Re'el Lancer on the job, the people of Manda are frightened of what will happen, knowing Psycho is out in an even more blood thirst way since thirty years ago.

A Call From the Darkness: Psycho's Name Revealed?! [link]
From eyewitness reports, the name and true face of Manda's most notorious serial killer is finally revealed! This infamous killer is none other than Exia Telsum or Exia de Ville when she first married the rich construction company owner, Markus T. de Ville. She just so happens to own the Cyber Techtronica Night Club. Exia has been wanted for the murder of Mr. de Ville but had eluded the police for being one to stand out in public. But after being found not guilty, people let her off on double jeopardy. With this new news from our sources though, Psycho won't be getting out of the polices views anytime soon. Wanted posters and a very large reward will be on it's way for anyone who is capable of catching this serial killer. Be careful and good luck trying to bring an end to this threat on Manda.

The Capture of Psycho Leads to Destruction of Skapen Homicide Division! [link]
After her true name was revealed, Psycho has been captured thanks to witnesses who turned her in. She was found exiting the Regering Museum of Natural History storage facility, claiming she was settling business with someone. The only evidence of this 'business' was the death of two night guards and several broken artifacts, however. But late that night while being interrogated, the main crime squad had received an important call from the SHD. As soon as help arrived, however, it was too late. Everyone inside the building appeared to be slaughtered inside. Only about twelve of over fifty people survived this brutal attack. This mission isn't as simple as the one before, it's much more important. You must stop the reelection of the new governor of Metro City. Stopping it by assassination of all the candidates, or completely shutting down the voting stations. Either way, you must create a mini coup d'état and in place of a Allegiance governor must be placed one of PHANTOM's members. Metro City would be soon under PHANTOM's hands. Be warned that we are in the lion's den and this might cause a civil war to happen. Allegiance won't simply stand by and watch us take their power away from the city they control to the core, they will retaliate.

This mission was a disaster! Not only did get end up getting Ronalda killed, Seth knows you're around and you got captured by the MOD! We lost very valuable information with Ronalda's death as well as a very trustworthy ally. It's going to take a lot of work to try recovering from a blow like that. In the meantime, Haiku's going to let you stay with the MOD to serve as punishment for your failure. We'll be sure to send in help once Psyche comes back and once you think about what you've done.

- A State of the Union will schedule very soon. This meeting will be between Allegiance and the rebel forces, it will be peaceful and civilized despite the current news. - Manda is tipping on the edge of chaos; prison breaks, attempted assassination on important people, a governor's death, and Allegiance's files stolen. Allegiance's Security task force has taken extra precautions in making sure these types of incidence do not happen again. Prisons will be put under extra "care" and all government held parties will have a civilian check up.

How Allegiance is Set up:
Being the most developed and largest party, Allegiance has set up departments to run Manda in a orderly and organized fashion.

Rulers of Manda: Every Head of the Department is part of this exclusive group. Not even elected government officials are allowed to be part of this.

This department in charge of running Manda on the every day affairs of the country. Any elected government official is part of this department. Basically they are the back bone of the country.

The Science Department

This department is pretty much self describing. They run Allegiance’s infamous labs and their power stretches to local hospitals that are also run by this government.

The Allegiance’s Armed Forces Department
Head of the Department: Juno Dextra
They are in charge of maintaining the public safety and enforcing the law. They run all of Allegiance’s prisons.

The Weapon’s Advancement Department
Head of the Department: N/A
Despite its scary title, it’s simply a technology department. They indeed do develop new weapons of war but also good things, like finding new sources of energy for a cleaner atmosphere.

I will optimistically assume you all have read the rules and the summary. If you have not, go to the link on the bottom of this journal and click the links I have tidily placed. I'll begin to explain Allegiance in my own words, but first off I must explain to you all who I am.

They call me many things, some good and some bad. In the end it does not matter what they call me because I am the head of Allegiance, the divine Ruler of Manda, the controller of darkness, The Crow, and the enigma that is Seth. [link]

That is all I will say about myself, since me alone does not matter. What truly matters is the purpose of the Allegiance. The reason why we have come together in order to form a perfect government in which the people abide by. The reason is... to maintain power, to form a strong centralized government, to bring peace, and strict justice in which people will not dare to break the laws without punishment.

THE DO'S AND DON'T'S OF CHARACTERS
-Do not make your character the most unbeatable person in the freaking world. That's not fun at all.
-Try your best to make your character as original as possible. Seriously, we don't want a bunch of people running around in spandex and capes with super strength.
-Do try to include some sort of quick background check on your character. Everyone loves an sad past.
-You can have as many characters as you want in the club. We personally don't care, but make sure you can keep up with your character count.


The Rules
(How lame, right?)

1) All though we have different sides here in this club, we do not tolerate flaming or harassment when you're not role playing, okay? If you want to attack or harass through role playing, get consent from the person first.

2) Please make sure you try your best to stay active in the club. We don't really ask for much, but every now and then, leave a comment and say that you're still alive. Who knows, maybe the MOD got to you already.

3) No sexual content or excessive swearing. Bleep out the sex and leave the F word out of your role plays/messages/stories.

4) No killing off characters without asking. If a person wants their character to die so they can make a new character, then at least ask first.

5) Have fun~! This is a club where you can start your own story in the world of Manda. You never know the outcome.

Questions and Answers Behind The Club

What's the history of Manda like?
The history of Manda isn't really specific really. The only things that are important is the founding, the peaceful era, and the tyranny. But keep in mind that since the tyranny, people come in, yet no one can get out of the country.

Manda is a pretty big country. It's somewhat like the US itself. It's divided into five states:
Regering: The first state founded. Most of the government business occurs here. This is the Allegiance's headquarter state.
Skapen: The second state founded. This state usually revolved around the arts and style.
Krieg: The third state founded. This is the state with the most violence and criminal records here. PHANTOM's headquarters is located here.
Banlieue: The fourth state founded. This state is where most of the people in Manda live somewhat normal lives.
Ferme: The fifth state founded. This is Manda's country side, but even in remote lands like this, it's always busy with markets and secret meetings. Replay's Circus is located in this state.

But when it comes to Metro City, the main city where the Allegiance is located, it's in the middle, divided all of the states. A bit of every state can be found in different districts here.

Is Manda in modern times? Or is it an old era?
The time era is more futuristic compared to modern times. It has things like holograms and advanced technology and high-tech raves. It is somewhat like the modern 21st century, however.

Who has superpowers anyways?
PHANTOM and the Allegiance rulers have superpowers. The soldiers and lesser branches of the Allegiance don't often have superpowers, but they can. Usually the main rulers have powers.
In the group PHANTOM, all of the rebels have superpowers, but not the assistants.
In Replay's Circus, the performers and crew don't have powers, but something uniquely odd about them. Replay doesn't allow super powered people to join her circus.

So what's the governmental style of Manda?
It's more like a dictatorship, but since you have many Allegiance members, it's like a mix between a dictatorship and a republic.

What are the different parts in this club anyways?
Well, there are three parts: PHANTOM, the group of rebellions; The Allegiance, the rulers of Manda; and Replay's Circus, the information gathers/deceivers. Each sub-group has their own individual set of missions and tasks.

The Allegiance is the government group the rules Manda. The original conqueror passed on, but the other members of the Allegiance still rule over. They have almost all the authority, and they have harsh rules when it comes to the law. In the Allegiance, they have their own set of tasks involving, well, ruling. Their missions can be ranged from hosting a government ball, or planning a mass genocide of mutants. Their call really.

Replay's Circus is, well, a circus. The motto the ringmaster, Replay, says is 'We grant your most desired wish. We make you happy.' But in reality, they ask for payment in return. Most of the circus members who joined had to give up something in return to Madam Replay. This group gathers information and has their own unique task compared to PHANTOM and the Allegiance.
