The premise is that there is a reality where normal people develop extraordinary powers. The government tightly regulates these supers, with the most powerful being drafted into the Mobile Other Unit (MOU) and used as the strong arm of the government. Felicity Ripley and Vivian Greene are not the type suited for military life, so they go on the lam, robbing banks, evading the law, and helping other supers who don't want to be drafted. Hijinks, adventure, sex, action, hot chicks, and super powers! What's not to love?
